The sentence "... which effectively one report the real number of free licenses at 4*scheduling interval, thus slowing down the rate of just the jobs that require this license." should be revised (IMHO). Maybe "... which effectively reports the real number of free licenses at 4*scheduling interval, thus slowing down the rate of jobs that require this license." should be used (or I haven't got the point).
